Emma Swan was not the first person to appear on Once Upon A Time. However, Emma's significance was hinted at when Rumple suggested that Snow and Charming's daughter would be The Savior. Emma was destined to free everyone from the Dark Curse, but she remained an integral part of the show after succeeding. Emma learned how to use and control magic. She got involved in the Enchanted Forest, as well as other people Emma grew up believing were fictional.
Regina Mills, meanwhile, was not a hero at first. She grew angry after Cora killed Daniel and made it her life's mission to take revenge on Snow White. After years of reveling in her vengeance, Regina's plan came crashing down, and suddenly her victory was over. However, that was not the end of Regina's story, and there was more to tell before the series ended. Over time she became a reformed villain, and eventually, one of the show's biggest heroes.
10 Emma: Became The Dark One
To save Regina from backsliding from all her progress, Emma sacrificed herself and took on the black magic that would transform her into the Dark One. Emma's decision drives the first half of the fifth season.
As the Dark One, Emma holds secrets and steals memories of those she loves to protect a massive plot twist. The Savior had become the villain, and this time it wasn't about defeating the threat; it was about saving Emma from the darkness.
9 Regina: The Evil Queen Wins
What would have happened if the Evil Queen won? That was the question that the series is based on. The Dark Curse on Storybrooke and its residents is Regina's happy ending, at least for a while. She is happy to watch all those she hated in a continuous loop, unable to remember their true identities.
However, Regina's view of a happy ending changed after the curse broke, and she spent several seasons working toward a new happy ending.
8 Emma: The Savior
Emma was always destined to save everyone from the Dark Curse. Henry's arrival at Emma's apartment fueled the Evil Queen's reign coming to an end, and just as predicted, Emma broke the curse.
However, she continued to be The Savior throughout the years. With every threat, Storybrooke faced Emma played a crucial role in defeating the villain. Emma's appearance in Storybrooke changes the cursed personas' daily lives and unravels more mysteries within Regina's revenge.
7 Regina: Season 7
During an interview, Tommy DiDario spoke to Jennifer Morrison about if she would reprise her role as Emma Swan for a reboot. However, for the majority of season seven's soft reboot, Emma is notably absent.
Without Emma, Snow White, and Prince Charming, it's up to Regina Mills to be the hero in Hyperion Heights. Regina is woken up early and makes a mission out of finding Zelena and wishing to save Henry. Although the final season didn't add much to the overall story, it was a good opportunity for Regina to step up.
6 Emma: Outside Looking In
Even though Emma is Prince Charming and Snow White's daughter, she spent twenty-eight years living in a completely different world. Emma's life and reality are far different than the world she was born in. Once everyone wakes up from the curse, reunions, and returns to normalcy, have Emma watching what everyone is truly like.
Everyone outside of Emma has a past or emotional tie to someone that Emma doesn't. Having Emma be more on the outside gives her and the audience a different perspective on character relationships, singling her out as the main character.
5 Regina: Redemption Arc
Regina's redemption arc began after deciding to change for Henry. One of the things that make it work is Regina's initial struggle to follow through on it when magic can help her get what she wants faster. Still, Regina puts in the work, slowly working on herself and improving her relationships with Henry, Emma, Snow, and Charming. Even though
Regina's redemption arc continues through season six, her relationships improve far earlier, giving her a supportive environment that encourages Regina's desire to redeem herself for her past actions. This arc places her front and center.
4 Emma: The Final Battle
Nearly every main character is forced out of the way during the Black Fairy's final battle with Emma. There isn't much they can do other than wait for Emma to remember her past and believe. Emma's role has her and Henry in similar places as they were in season one. Henry is determined to get Emma to remember her life and happiness, but Emma doesn't believe any of it is true.
When Emma decides to leave, Henry chooses to save his family on his own. Luckily, Emma returns to Storybrooke, unknowingly saving her family in the process, and even sacrifices herself rather than kill Gideon.
3 Regina: Major Villain
As the initial villain of the series, Regina makes a grand splash in her first appearance. She makes it known that Snow and Charming, along with everyone else, has a limited amount of happiness, granting the couple this last day of freedom before putting her revenge in action. Granted, Regina doesn't actually release the Dark Curse until Emma's birth. Still, Regina has a lot of stakes in the occurrences of the first season.
However, one of the things that interestingly separates Regina from everyone else is how Regina was the only person awake during every year of the curse. Rumple wakes up before the curse breaks after hearing Emma's name. As both villain and hero, Regina is certainly a major character.
2 Emma: Happy Beginning
Instead of referring to her marriage as a "happy ending," Emma considers it a happy beginning. This moment is the start of the next phase of her life. She has a loving family and husband, things that Emma wasn't sure would ever happen.
Even though there isn't much time spent seeing Emma and Hook as a married couple, as Jennifer Morrison exited Once Upon A Time in season six, her return in "A Pirate's Life" gives a brief hint into where Emma and Hook's relationship is at, eventually revealing that Emma is pregnant. It is often central characters who get such ends.

Regina does get a solid conclusion at the end of season six. By "The Final Battle Part 2," Regina had redeemed herself and completed an arc about self-love. Everyone had acknowledged Regina's changes, and things were looking good. Season seven expands beyond that ending, giving Regina even more credit for her actions.
The series finale shows that Regina had affected everyone so much that the people had chosen Regina to lead them. Given the title "Good Queen" by Snow White, Regina's "Second Chance" is set in motion.
